Circulation Policy

I. CARD ELIGIBILITY

  1. Library cards are free to all patrons. Patrons must show a current/valid picture ID to receive a library card.
  2. Patents may obtain a card for their children under the age of 18.  A parent or guardian must sign their child's registration card and must present the signed card in person to a staff member at the Check-Out desk.  Parents must show a current/valid picture ID.  Parents or guardians are responsible for all materials checked out by their children.
  3. If address on ID is incorrect patron is required to show some form of official proof of residency that includes both their name and address.  For example, auto insurance card, bank statement, utility bill, lease agreement, passport and etc.
  4. Patrons may have a delay up to 48 hours to receive their new library card.

II. CHECKING-OUT MATERIALS

  1. All patrons must present a library card or picture ID to check-out materials.

III. CHECK-OUT LIMITS

  1. New patrons may not have more than five items checked out during the two week probationary period.
  2. After the two week probationary period, a maximum of 15 items may be checked out on one library account.
  3. After the two week probationary period, a maximum of 10 items may be checked out for patrons who reside outside Bastrop County.

IV. RESERVES

  1. Individuals may reserve materials from the circulating collection in person or online at www.bastroplibrary.org.
  2. Materials that have been put on reserve for one patron cannot be renewed by another patron.
  3. Patrons are restricted from placing material on reserve if their materials are overdue or library card is expired.
  4. Reserves are held for three days after notification that materials are in and ready for pick-up. After three days, materials are returned to the collection.
  5. There is no limit on how many reserves that can be placed by a patron. Warning: If you have a combination of checked-out items and reserves that exceeds 25 items, the Apollo software will drop your reserved items.

V. RETURNING MATERIALS

  1. Materials may be returned inside the library during business hours.
  2. After normal business hours, please drop materials into our drive-through book drop.
  3. Materials may be mailed to the Bastrop Public Library at P.O. Box 670, Bastrop, Texas 78602.

VI. FINES AND FEES

  1. Fines for all materials are $.10 per day per item.
  2. Replacement library cards are $1.00.
  3. Parents are responsible for all fines and replacement costs for lost or damaged materials checked-out by their children.
  4. Patrons who have fines will lose their borrowing privileges until their total fine balance is paid.
  5. If one family member has a balance on their account, other members of the immediate family are restricted to borrowing materials until their family member’ s balance is paid.

VII. LOST OR DAMAGED ITEMS

  1. Patrons must pay replacement cost plus a $5.00 processing fee for each lost or damaged item.
  2. Patrons will lose borrowing privileges until lost items are found and returned or paid for.
  3. Patrons will lose their borrowing privileges until damaged items are paid for.
  4. Fees paid for lost or damaged items are nonrefundable.

VIII. UNITED STATES MILITARY PERSONNEL

  1. Military personnel are eligible to apply for a library card.
  2. Individuals must present a picture ID, current orders, an address and telephone number.

Internet and Computer Use

Reminder: You get 2 hours computer use per day according to our policy.

Computer access at our library is free and open to all library users. In order to preserve this open access,we ask all computer users at our library to abide by the following rules and requirements:

  1. The Library’ s public access computers are available on a first come first serve basis. The Library uses an automated reservation system to ensure that this process works in an equitable manner. All Library patrons must "sign in" (by age group-'Adult','Teen' or 'Child') at the computer reservation terminal to reserve a computer. A waiting list for each age group (i.e., 'Adult', 'Teen' or 'Child') will be on display at one end of the computer bank for that assigned age group.
    • All computer users are required to have a Bastrop Public Library card or 'guest card' obtained at the front desk, to sign in for computer use.  Additionally, a patron must be in good standing with the Library (i.e., must not have unpaid fines or fees) to be eligible to use the computers.  No 'guest cards' are issued to children or teens.
    • Patrons must use their own library card barcode number or a 'guest card' number to reserve a workstation. An acceptable form of identification is required to request a lookup of a patron's library card number.
    • Do not use someone else’s library card bar code number to access a library computer. Any patron who uses someone else’ s library card barcode number or a guest card number not issued directly to them is subject to losing their computer privileges in the Bastrop Library.
  2. Patrons sign-up for 30-minute blocks of computer use time. After completing the first 30-minute reservation, a Patron may continue to use their workstation for an additional 30 minutes if there is no one else registered and waiting to use the computers. A patron may sign-up for a total of (4) 30-minute time slots (or a total of two hours) of computer use time, per day.
  3. The Library’ s computers are designated 'Adult's', 'Teen's' and 'Child’ s' computers.
    • Child’ s computers are in the Children’ s area of the library. Adults and Teens are not allowed on Child’ s computers, but a parent or sibling may assist a child on a Child’ s computer.
    • Teen's computers are located directly outside of the 'HEB Teen Room'. Adult and Children are not allowed to use the Teen’ s computers unless prior permission is given by a library staff member.
    • Teens and children are not allowed on the adult computers unless accompanied by a parent, legal guardian, caregiver or library staff member.
  4. If you leave the computer workstation before your reserved and allotted time is over, please log off computer. This will keep others from using your allotted time. Log off by clicking the "start button" at the bottom left of the screen and choosing the "log off" option.
  5. You may check and send email on the library computers only if you have your own web-based email account (such as "Yahoo" mail or "Hotmail").
  6. The library has no 'plug-in access' for laptop computers with modems, but laptop users may access the wireless Internet anywhere inside the library at no cost with no time limitation.
  7. It is the mission of the Bastrop Public Library to provide unrestricted access to informational, educational, cultural and recreational library materials and services; however, we are also committed to protecting our youth and being sensitive to the rights of all of our patrons.To accomplish this mission, the following rules apply:
    •  Accessing sites containing pornography or other offensively graphic materials or text (i.e., Materials that are unsuitable or damaging to children or that may offend other Library users or staff) is not acceptable and is, therefore expressly prohibited.
    • Patrons who violate this computer use policy will be asked to exit the website immediately and in the case of repeated abuse, may be asked to leave the library.
    • Patrons who continue to violate this policy will lose their Library and/or library computer use privileges.
  8. Parents are responsible for overseeing their children’ s use of the library’ s public access computers.
    • All of the Library's computers have filters that block certain sites and/or content that contains pornography or other objectionable material.  However, such internet filters are an imperfect safeguard against pornography and other objectionable materials. Parents are encouraged to accompany their children who are using library computers. Parents need to caution their children against providing personal information over the Internet.  It is the Library's view that while accessing email, social networking sites or other Internet sites, minors should not disclose any of their personal information.
    • Staff is not responsible and does not monitor the content of Internet sites visited by any patron, whether minors or adults. Even though Library computers are filtered, parents need to regularly monitor what sites and materials their teens and children access.
    • Internet filters on the computers reserved for adult use can be toggled off by the Library staff if requested by an adult patron.  After the patron has completed the search, the filter will be toggled back on by a Library staff member.  Internet filters for children and teen computers can be toggled off by a librarian.  The librarian will assist the child or teen with their search and when the search is complete, toggle the filter back on.
  9. Do not alter hardware, software, desktop, or web browser settings on the computers.  Do not take any action that could be deemed to be an attempt to "hack" into local or remote computers.
  10. New diskettes may be purchased at the Check-Out desk for $1.00 each. Downloading any files or programs to the hard drive is prohibited.
  11. Patrons may use their own USB memory sticks or floppy disks to save their personal data from the library computers.  Any USB drive storage of floppy devises that are left in the computers will be held by the Library in 'lost and found' for a maximum of 12 days, and then destroyed.
  12. The Library is not liable for damages to personal data, diskettes or other equipment that are lost or damaged when information is copied from the Internet through the Library's computers.
  13. Patrons are responsible for being aware of all possible copyright restrictions while using the Internet. Most information available on the Internet is copyrighted, and therefore is legally protected from duplication by the public.  Therefore,  permission must be obtained to use the images or text presented on the Internet.  If you are not sure that you have a legal right to use Internet materials, then you should not attempt to duplicate it.
  14. Black and white copies may be printed from materials found on library computers. Color copies are not available. The charge for each page printed is ten (10) cents and must be paid for at the Check-Out desk.
  15. The library does not provide CD burners, headphones, or wireless printers for public use.
  16. Do not use the library computers to commit a crime. All violators will be subject to criminal prosecution by the appropriate police agency.

The Library staff reserves the right to determine whether other behaviors that are not specifically identified herein are not in the best interest of the Library, and if so, to ask the patron to discontinue those actions, as well.  In addition, the Library reserves the right to periodically update and modify this Policy as it deems appropriate and necessary.  Staff will ask anyone violating the Library's Internet and Computer Use Policy to discontinue what they are doing  immediately, and may in severe instances be asked to leave the Library. Those who violate this policy may lose their computer privileges for a length of time determined by the Library Director.  Repeat violators may lose other Library privileges and/or the right to be present on Library property and/or to use Library services.

Bulletin Board Policy

A bulletin board is provided by the Bastrop Public Library as a community service to publicize local groups, meetings. cultural events, non-partisan political groups, fundraising events for nonprofit organizations, educational opportunities (Educational or instructional opportunities may be posted, regardless of whether they are of a for-profit or nonprofit nature), or other services that are of a nonprofit, non-self supporting nature.

The library’ s bulletin boards and display areas are designed and intended to directly aid and supplement the primary activities of the library and the City of Bastrop. All library and/or City activities will take precedence over non-library activities. publications or displays.

Personal ads, campaign literature, baby-sitting, and garage sales are not posted. The bulletin board is not to be used for advertising for commercial purposes. Items may be rejected for lack of space.

The date items are received will be date stamped (by the Reference Librarian) and the items will be removed after two weeks, when they are no longer timely or when space is required for more current items.

Exhibits in the library are seen by anyone who walks into the building both children and adults who may have various degrees of sophistication. Exhibits must therefore meet what is generally known as - a standard acceptable to the community.

Members of the public are not permitted to post notices. Only authorized library personnel may post notices on the library bulletin board. Any notice to be considered for posting must be submitted to Library Management for approval.

Notices posted without authorization will be removed.

Notice size (physical dimensions) can be restricted if deemed necessary to maximize available space.

The library does not necessarily advocate or endorse the viewpoints of organizations permitted to post notices on the Library bulletin board. The Library accepts no responsibility for loss or damage to any item accepted for posting. All posted items are discarded after they are removed.

Failure to comply with these rules may result in denial of future posting privileges.

Display Case

  1. The Bastrop Public Library provides one glass display case for displays of interest, information and enlightenment to the community. Individuals, organizations or community groups engaged in educational, cultural, intellectual or charitable activities are encouraged to use the library’ s display case. Any individual, organization or community group wanting to use the display case must complete an application and agree to the terms of this Display Case Policy.
  2. Displays will stay up no less than one week and no more than four weeks. Individuals, organizations or community groups may present one display per year unless otherwise approved by the library director. It is the responsibility of the displayer to remove the display on the last day of the display. An inventory list of what is to be on display is required at the time of display. The displayer must provide their own signage for the display.
  3. The Bastrop Public Library is not responsible for the preservation, protection, possible damage or theft of any item displayed. All items place in the library are done so at the owner’ s risk. All individuals, organizations or community groups must sign a form that releases the library from any responsibility for displayed items.
  4. The Bastrop Public Library reserves the right to deny or accept the contents of each display.
  5. The Bastrop Public Library reserves the right to remove items at the end of the display period.
  6. Displays are available to anyone who visits the library-both children and adults. Displays must therefore meet “ an acceptable standard to the community.”
  7. The Bastrop Public Library does not advocate or endorse the viewpoints of individuals, organizations or community groups or their displays.
  8. Materials from for-profit organizations used to sell products are not allowed in Library displays.

1. GENERAL INFORMATION

1.1 Purpose of the Collection Development Policy

The library's collection development policy is intended for use by the library staff, library advisory board, governing officials and community members. It provides information about the library and community, the scope of the collection, the library's goals for providing information, and specific practices for selecting and maintaining books and other library materials.

1.2 Roles of the Library

Life long learning

Addresses the desire for self-directed personal growth and development opportunities: The library will provide and maintain an extensive collection of circulating materials on a wide variety of topics in which the general public has a sustained interest.

Current Topics and Titles

Helps to fulfill community residents' appetite for information about popular, cultural and social trends and their desire for satisfying recreational experiences: The library will provide a current collection with sufficient copies of titles in high demand to ensure customer requests are met quickly. Materials will be offered in the formats and in the languages people want and will be selected primarily on the basis of local demand.

Commons

Addresses the needs of people to meet and interact with others in their community and to participate in public discourse about community issues: The library will provide public space for meeting and gathering that is recognized as inviting, neutral, and safe by all individuals and groups in the community.

Local History and Genealogy

Addresses the desire of community residents to know and better understand personal or community heritage: the library will provide a significant collection of materials and other resources that chronicle the history of the community. Family histories and genealogical research tools will be provided and the library will maintain special collections of historical interest including photos and archival materials.

1.3 Library Mission Statement

The mission of the Bastrop Public Library is to provide free and unrestricted access to informational, educational, cultural and recreational library materials and services in a clean, comfortable, secure environment for people of all ages.

1.4 Library Collection Goals

  1. Provide high quality library services that meet the life long learning needs of all ages and cultural groups in Bastrop.
  2. Develop a popular materials collection in all formats that fulfills the intellectual, cultural, and recreational demands of Bastrop residents.
  3. Develop an outstanding collection of historical and genealogical materials that promote and preserve the heritage and cultures of Bastrop City and County.
  4. Improve access to the information and collections of the Library for all Bastrop residents.

1.5 Clientele Served

The library serves the general public. The general public includes but is not limited to casual readers, students, retired persons, Spanish-speaking population, visitors and genealogists.

1.6 Intellectual Freedom Statements

The library adheres to the Democratic principle of free access to library materials for all people in the community - regardless of race, age, sexual orientation or socio-economic status - outlined in documents developed and approved by the American Library Association.

Responsibility of the customer

The library realizes that some materials are controversial and that any given item may offend some customers. While the library staff is available to assist individuals and groups to select material, the ultimate responsibility for the choice of materials lies with the patron.

Responsibility for children's reading

The Bastrop Public Library provides access to its materials to all patrons. Responsibility for children's use of library materials rests with parents and legal guardians. Collection development decisions are not restricted by the possibility that children may obtain materials that their parents consider inappropriate. The Library believes that individuals have the freedom to choose their own reading material and that it is the right and obligation of parents to develop, interpret, and maintain their own values in their family.

2. MATERIALS SELECTION

2.1 The Selection Process

Books and other library materials will be selected to meet the stated collection goals in Section 1 of this policy. Considerations include:

  1. User demand
  2. Professional journal reviews
  3. Budget limitations
  4. Space limitations
  5. Appropriate format

Ultimate responsibility for material selection rests with the Director who operates within the framework of policies. All staff members may participate in the selection of Library material.

2.2 Public Requests

A patron may request that a particular item be purchased. Items will be purchased at the director's discretion if they meet the guidelines of the Collection Development Policy and funds are available. A Purchase Request Form is available at the circulation desk.

2.3 Format of Materials

The library collection includes informational, educational and recreational library materials for children and adults, including both English and Spanish-language materials.

The library will collect and maintain materials in a variety of formats. Dependent on user demand, budget constraints, space considerations and suitability, new formats will be periodically added to the collection. Older formats (e.g., phonograph records, filmstrips) will be phased out as user demand declines.

Formats for library materials include but are not limited to:

  1. Books
  2. Magazines
  3. Newspapers
  4. Paperback books
  5. Microforms
  6. Maps
  7. Videocassettes
  8. Audiocassettes
  9. Electronic resources
  10. DVDs
  11. CDs and CD-ROMs
  12. MP3's

2.4 Criteria for Selection

  1. General selection criteria for library materials include:
    1. appropriateness of the subject matter
    2. purpose of the resource
    3. scope of the resource
    4. intended audience
    5. accuracy
    6. impartiality
    7. depth and breadth of coverage
    8. authority/credibility of the author
    9. authority/credibility of the publisher
    10. currency and timeliness of the material, if applicable
    11. format, including style, aesthetic qualities, technical aspects, physical characteristics and special features
    12. comparison to other resource(s) available for purchase or already in the collection
    13. price
    14. user demand.
  2. An item does not have to meet all of the above criteria in order to be acceptable. Materials, which do not meet these criteria, may be recommended for purchase to satisfy high level of reader interest.
  3. Providing access to the history of Bastrop and Bastrop County and the surrounding area is an important function of the Library. Works by and about local authors, and materials relating to the history of Bastrop and Bastrop County shall be sought, subject to the selection criteria.
  4. Web sites and other Internet resources bookmarked on library computers will be selected based on the following criteria:
    1. accuracy of the content
    2. authority of the author
    3. objectivity
    4. currency of the material, if applicable
    5. depth and breadth of coverage
    6. software or plug-ins needed to view the Web site.

2.5 Special Collections

The library maintains the following special collection(s):

TEXANA - a circulating collection of books, maps, periodicals, videocassettes and audiocassettes on the topic of Texas. Materials are added to this collection selectively, based on availability and relevance to the community.

LOCAL HISTORY/GENEALOGY - a noncirculating collection of books, newspapers, microforms, maps, cemetery records, periodicals and reference materials relating to local history and genealogy. Many of the materials in this collection are "one-of-a-kind" and cannot be replaced; therefore, they are available for use in the library only. Books and other materials are added to this collection as they become available for purchase, and through donations of materials in good physical condition that meet the library's criteria for relevance. Bastrop High School Year Books are also maintained but dependent upon receipt from BISD.

YOUNG ADULT - The library selects materials written especially for the young adult audience, ages 14-19. The materials are selected from reviews and notices of award winning books in this field. These materials may contain topics and issues which are intended for a mature teen audience.

2.6 Limits of the Collection

In consideration of user demand, appropriateness for the collection, budget and space constraints, and other information sources available in the community (e.g., school libraries, community college library, and the Internet), the following types of materials will not be collected or maintained by the library:

  1. Textbooks
  2. Government publications
  3. Technical manuals
  4. Scholarly or professional journals
  5. Subjects for which there is limited demand

3. OTHER CONSIDERATIONS

3.1 Resource Sharing

Traditional forms of information referral will also be practiced. This includes directing the patron to other agencies that would have the requested information or other libraries that may have information the patron is looking for.

3.2 Library Cooperation

  1. Interlibrary loan provides a service by which library materials are made available from one library to another on a local, state and national level. By this means, the Library attempts to make available materials it does not own or which fall outside the scope of this collection policy. In return, materials from this library's collection are loaned to other libraries for use by their patrons.
  2. The TexShare Card Program allows registered users of participating TexShare libraries to have direct, personal access to library materials not available at their local public or academic libraries. TexShare libraries adopt a common goal of promoting and facilitating access to information, communication, and scholarly research among their communities.
  3. The TexShare Databases allows library patrons in-library and remote access to a wide variety of electronic databases, including articles from thousands of newspapers, magazines, scholarly and professional journals. The Texas State Library and Archives Commission funds this program in part with the Bastrop Public Library.

3.3 Gift Donation and Memorial Policy

The library is pleased to accept gifts and/or memorial gifts from patrons. Gifts are gratefully and willingly accepted as long as no restriction is placed upon their use. Items will be accepted on the basis of their suitability to the library's purposes and needs in accordance with the library's stated materials selection policy. Use or disposal of all gift materials will be determined by the library director or designated staff member. All donated items become the property of Bastrop Public Library. The library has the right to discard any gifts in poor physical condition (e.g., brittle paper, water or mildew damage, torn and/or missing pages).

A gift form is available on request. The staff cannot appraise the value of the donation.

Guidelines for donated materials:

  Receipts are given if the donor asks for one. Donors are responsible for recording donations and estimating the value of the materials. Upon request, the donor will be informed that the material will be used in the collection, placed in the book sale or disposed of as necessary.

  1. Monetary gifts are cash donations. The donor may specify the type material for the library to obtain. The donor should also be asked if funds are intended for books, other materials, equipment, or for other purposes.
  2. Memorials and honorariums are materials or funds donated in the name of an individual. Funds collected for a memorial or honorarium should cover the cost of the material being purchased. If a specific title is donated or requested, the inclusion of the specific item must meet the selection criteria. When specific titles are not requested the library staff will make every effort to obtain a memorial or honorarium title, which has lasting value. A plate designating the memorial or honorarium will be included in or on the material requested or donated.
  3. Presentations are pre-purchased books, usually new, offered by individuals or organizations. Inclusion of specific titles must meet the selection criteria. A plate designating the presentation will be placed in or on the material donated.
  4. Once a donation has been received, a thank you card will be sent to the donor and an announcement card sent to the family of the deceased person being memorialized, the organization or individual making a presentation, or the donor of a monetary gift.

3.4 Weeding and Discarding Policy

  1. The collection is reviewed on an ongoing basis, with the entire collection reviewed every two years.
  2. The Crew Method: Expanded Guidelines for Collection Evaluation and Weeding for Small and Medium-sized Public Libraries is used for the weeding process. The Texas State Library publishes this book.
  3. Generally, if the book or other media has not been borrowed in the last three years for fiction and five years for all other material, the item will be withdrawn. However, each item will be evaluated on a case-by-case basis for value to the collection.
  4. After a period of time, a memorial, honorarium, or presentation will be withdrawn due to wear, obsolescence, or loss. In most cases, the material will not be replaced, especially in the case of obsolescence.
  5. Withdrawn items are given to the Friends of the Bastrop Public Library and are either sold or disposed of in an appropriate manner.

Materials are withdrawn from the collection due to wear, damage, dated information, or low demand. These materials are not automatically replaced with the same title, though they may be replaced with a newer title. The decision for replacement is made with regard to several factors:

  1. The demand for the particular title or subject.
  2. The number of duplicate copies in the collection.
  3. The importance of the author and the significance that particular title holds among the author's works.
  4. The availability of better material, already in the collection or in the market.

3.5 Replacement and Duplicates Policy


Wide demand for timely and significant materials will require duplication. Duplicates will be purchased when the director has determined there is significant demand for an item.

3.6 Reconsideration of Library Materials


The Bastrop Public Library is aware that some materials are controversial and may offend certain patrons and recognizes the right of an individual or group to make a complaint about the inclusion of material in the library's collection. The Library welcomes expression of opinion by patrons but will be governed by the Collection Development Policy in making additions to or deleting items from the collection.

Patrons who request the reconsideration of library material will be asked to put their requests in writing by completing and signing a "Request for Reconsideration of Library Material".

Upon receipt of a formal written request, the Director will ask for background information from the Library staff as to criteria used in ordering the material in question, its place in the collection and reasons for having the material in the collection. Outside consultants may be asked for additional information as is pertinent to the subject in question. The Director will, at the earliest possible date, study the information provided by the Library staff and respond, in writing, to the person who initiated the request for reconsideration. The Director will keep the Library Board informed of all requests for reconsideration of Library material and disposition of their requests.

In the event that the person(s) who initiated the request is not satisfied with the decision of the Director, he/she may request a meeting before the Library Board by making a written request. Upon receipt of the request, the Board may make the request an agenda item and the person(s) will be notified of the time and place of the Board meeting. The Library Board reserves the right to limit the length of presentation and number of speakers at the meeting. After hearing from the person(s) making the reconsideration request, the Board will determine whether the request for reconsideration has been handled in accordance with stated policies and procedures of the Bastrop Public Library, will review the background information provided by the Library staff, will review the position of the patron and will also review the decision of the Director. Based on the information presented, the Board may vote to uphold or override the decision of the Director.

3.7 Reevaluation of Collection Development Policy


The Bastrop Public Library Collection Development Policy is reviewed every two years so that it adequately reflects changes in in the library's goals and users' needs. The staff may bring forward issues and recommendations for the director's consideration as part of the amendment process for the policy.

Patron Behavior

Library Mission:  The mission of the Bastrop Public Library is to provide free and unrestricted access to informational, educational, cultural and recreational library materials and services in a clean, comfortable, secure environment for people of all ages.

To enable the library to fulfill its mission, library patrons are asked to respect and follow the requirements noted below. Patrons who violate the Behavior Policy will receive a warning that they are in violation of the Policy, and if the violations are repeated instances or of a serious nature, patrons may be asked to leave the Library building and premises.  Habitual offenders may lose Library privileges for a period of time, or in egregious cases, permanently.

1.  Disruptive behavior generally includes any patron behavior that interferes with the normal operation of the library or which unreasonably interferes with another patron's ability to use and enjoy the Library.  Disruptive behavior will not be tolerated. The Library staff reserves the right to determine in its professional discretion whether particular behavior is disruptive to the operation and use of the Library.  The following list of disruptive behaviors is used for illustrative purposes only, and is not comprehensive:

  • Illegal acts
  • Sexual harassment or misconduct
  • Stealing or vandalizing library property
  • Loitering on the Library premises
  • Running, shouting, loud talking, pushing, threatening or harassing behavior
  • Playing audio equipment loud enough to disturb others
  • Loud Cell telephone ringing and/or conversations
  • Possession or use of illegal drugs or alcohol, other inappropriate materials
  • Smoking or use of any tobacco product on Library property
  • Use of skateboards, roller blades/skates/scooters on library property
  • Soliciting of any kind and/or asking for signatures on petitions
  • Blocking of aisles or entrances of the library
  • Possession of weapons or tools that may be used as weapons
  • Monopolizing library resources or staff time
  • Eating or drinking within the library unless at authorized library events
  • Discourtesy to other library Patrons or the Library Staff
  • Adults sitting in either the children or teen's rooms, when not present to assist their children/teens or when not present to select materials

2.  While visiting the library, Patrons are required to:

  • Respect other library users and their privacy at all times
  • Wear appropriate attire, including shoes and shirts (no wet clothes or bathing suits)
  • Not present an odor nuisance
  • Not bring animals into the library, other than service animals-nor leave animals outside on the library's premises if unattended
  • Ask permission to use library telephones (Note:  Use of the Library's phones is limited to emergencies and requests for transportation)
  • Use library furniture, materials, equipment and facilities for their intended purposes and in a manner that does not cause any damage to them
  • Take care of their own possessions, the library will not be responsible for patrons' items
  • Follow the Library's policies

Parents, Guardians, and Caregivers* responsibilities:

  • Persons 17 years old or younger are defined as 'children' for the purposes of this Policy.
  • Parents or legal guardians, whether present in the library or not, are solely responsible for their children's behavior, safety and welfare, at all times while the children are on the Library premises.
  • Parents or legal guardians are responsible for any damages to library property caused, in whole or in part, by their children, regardless of the children's age.
  • Children under the age of eight years must be accompanied by a parent, a legal guardian, or a Caregiver*, at all times while the children are on Library premises.
  • Parents, Legal Guardians or Caregivers* are responsible for maintaining control over their children's behavior in the library, at all times.
  • Parents, Legal Guardians or Caregivers* accompanying children (eight years or younger) must stay within a reasonable distance (within eyesight) of their children, at all times.
  • Parents, Legal Guardians or Caregivers are responsible for having their children, 16 years of age or younger, picked up from the Library by the time the Library closes.  Library hours are MWF 10-6; ThTh 1-9 and Saturday's 10-4.  If children in this age group are not picked up from the Library by closing, the Library staff will contact the Bastrop Police Department and ask that an officer be dispatched to the Library to stay with the child until their ride arrives.  If the ride is extremely late, the officer may transport the child to the Police Station for pick up there.  Neither the City, the Police Department nor the Library are responsible for or liable for the safety or welfare of children who are left on the Library premises after closing.

*(If a parent designates a 'Caregiver'* to accompany a child eight years or younger ,to the library in the parent's absence, the Caregiver* must be at least 14 years of age and must demonstrate maturity and competence to care for and control the children left in their care, while in the library.)

***Patron library privileges may be limited at the discretion of the Library Director.

Fundraising

I. Purpose

The purpose of this policy is to provide guidance to individuals, agencies, companies or others making monetary, asset and in-kind donations to the Bastrop Public Library.

II. Scope

The Library welcomes contributions of funds, assets and in-kind donations. Offers of donations, whether for funds, assets or "in kind" services, may be made directly to the Library, the Bastrop Public Library Board (Library Board), or through the Friends of the Bastrop Public Library organization (Friends). The Friends is a philanthropic membership organization that in addition to its general advocacy of library services for the Bastrop community, also raises funds for the Library, through assessment of organizational membership fees, book and merchandise sales, and fundraising events. Although the Friends of the Bastrop Public Library works closely with the Library, it is an independent, private organization and, accordingly, it has its own policies and procedures. All donations given to the Library by the Friends of the Bastrop Public Library are subject to the provisions listed in the Bastrop Public Library Fundraising Policy.

The Library may receive financial donations in the form of bequests, endowments, memorials, planned giving, trusts and general financial donations. Restricted donations are those for which the donor has conditioned upon specific terms, stipulations or purposes. Unrestricted donations are those funds that the donors have placed no specific terms, conditions, stipulations or purposes.

III. Terms and Definitions

Bequest: A donation of funds or other assets made at death by an individual through the provision contained in the decedent's will or trust.

Donation: A voluntary transfer of money or assets to the Library.

Donor: An individual, organization, foundation, entity, agency or business that makes a monetary, asset or 'in kind' contribution to the Library.

Endowment: A donation providing for the continuing support or maintenance of the Library.

Funds: Money or other papers (bonds, shares, etc.) having monetary value to the Library.

Fundraising: Activities and events undertaken for the purpose of raising or obtaining funds, assets or in-kind which are donated to the Library to support Library services, programs or facilities.

Honorarium: A donation made in honor of a living person.

Memorial: A donation made to perpetuate the memory of an individual who is deceased.

Planned Giving: A donation, possibly in the form of a bequest, life insurance and/or charitable annuity, which is often planned as a donation upon the death of a donor.

Trust: A legal arrangement between a donor and a trustee, which gives management of specified wealth to the trustee to direct income for the benefit of the Library.

IV. Provisions

  1. Overall, Library donation practices and policies must be ethical and sound and should have a goal of furthering the Library's vision, goals, objectives and priorities.
  2. All activities conducted on behalf of the Library and its collections, services, programs and facilities, and the solicitation of funds for this purpose, are under the supervision and approval of the Library Director and the City. The Library Director may request the assistance and consultation of the Library Board or qualified staff in order to effectively plan activities.
  3. The Library Board reserves the right to accept or reject any donation, endowment, memorial, honorarium, bequest or trust offered to or for the Library.
  4. The Library Board has final say over accepting or rejecting any donation over $1,000.

MONETARY DONATIONS:

  1. The Library welcomes monetary donations. These funds may be used for Library materials, Library furniture, equipment or property, or to sponsor Library programs.
  2. Monetary Donations-"Unrestricted":
    1. The Library encourages unrestricted monetary donations.
    2. Unrestricted monetary donations may be expended for purposes as authorized by the Library Director, including such uses as additions to the Library's collection, computer services, facility purposes, etc.
    3. Unrestricted monetary donations may be made for the purpose obtaining Library furniture or equipment, and in such cases, the Library will acknowledge the donation and use in writing directed to the donor.
  3. Monetary Donations-"Restricted":
    1. Restricted monetary donations are those for which the donor places conditions and/or stipulation upon the use of the funds.
    2. When restricted monetary donations are accepted by the Library, they are expended according to the donor's conditions and stipulations. If the Library is unable to adhere to the donor's stated conditions or stipulations, it will not accept the donation.
    3. Restricted monetary donations may be made for the purpose of expanding the Library's collection, and in such cases, the donor may suggest a subject area or format for which the funds may be applied. The Library will attempt to honor the donor's wishes, as long as suggested materials are: (1) consistent with the Library's Materials Selection Policy, and (2) fit within the Library's available space. Materials acquired by use of unrestricted monetary donations will generally be made by the Library staff. When appropriate and requested by the donor, a gift plate will acknowledge the donation. Donations made for obtaining materials through a 'subscription' must be made in an amount that will cover a two-year subscription commitment.

DONATIONS OF MATERIALS:

  1. The Library welcomes donations materials that are appropriate for Library uses.
    1. All materials offered as donations to the Library will be evaluated by the Library staff to ensure the acceptability of such materials to meet the Library's purposes. Donations of materials to the Library may not be subject to conditions or stipulations by the donor.
    2. The Library staff will determine which donated materials are appropriate for addition to the Library's collection. All donated materials that are not added to the Library's collection will be given to the Friends and will be sold by the Friends in their bookstore or in one of their annual book sales, and the proceeds from such sale shall then be provided to the Library.

IN-KIND DONATIONS

  1. The Library welcomes in-kind donations, when such services are appropriate for the library's purposes.
    1. The Library may accept other in-kind donations, such as merchandise coupons, complimentary admissions, or services that are provided in support of the Library's programs.
    2. In-Kind donations will be acknowledged in the Library's promotional materials as appropriate.

GENERAL CONSIDERATIONS

  1. All publications, conversations, practices and agreements regarding donations to the Library shall be truthful and, fair, and information related to a donation will be kept confidential to the degree agreed upon between the Library and the donor, and as allowed by applicable laws and regulations. However, donors understand and acknowledge that the Library is a department within the City of Bastrop, and all donations made to the Library are subject to public disclosure pursuant to the Texas Public Information Act.
  2. Library Board members, employees and/or volunteers may not make any promises to donors, may not seek or expect any favoritism from a donor, nor may they agree to any donor-directed changes in the vision, policies, services, collections or programs of the Library, as a result of a solicitation from or contribution by a donor.
  3. All donations to the Library, including monetary, pledges (e.g., unconditional promise to give funds) securities, trusts, insurance policies, real estate, assets and in-kind donations, shall be officially recorded in the Library's records and shall be officially acknowledged by the Library or City. It is the responsibility of the Library Director to appoint appropriate staff to maintain these records.
  4. All funds raised by or for the Library for specific purposes shall be used for the purpose for which they were raised. All donors have the right to request and obtain complete and timely information concerning how their donation was/will be used.
  5. Donor relationships or agreements must maintain the Library's principle of intellectual freedom, safeguard the Library’s equity of access and support the Library's policies against discrimination and supporting Library patron confidentiality, to the extent permitted by State and Federal laws.
  6. The Library will follow generally accepted accounting principles (GAAP) relating to the accounting and crediting of all donations.
  7. The Library reserves the right to terminate any donation agreement, should it identify conditions during the life of the agreement, which would result in conflicts between the donation and the goals, purposes and/or would be contrary to the best interest of the Library.
  8. All donors are to be treated with respect and with the degree of confidentiality they desire; to the extent confidentiality is permitted by State and Federal laws.
  9. Donors are to be provided with honest and accurate information about the Library’s mission, services, programs and status.
  10. While it is important that the Library Director and Library Board remain aware of any tax provision relating to contributions, the Library must not take any action or make any statement that states or implies that the Library or a staff member represents the donor in any transaction and the Library should clearly state and stipulate that the donor should contact a professional advisor in all questions of donation valuation and/or deductibility.
  11. All sponsored or donated products, materials, and services must meet the standards used by the Library in the purchase of similar materials.
  12. No Library employee will be required to wear or should personally display any corporate logo or advertising, other than that of the Bastrop Public Library.
  13. Donor names are public information.
  14. The prospect and donor files (including databases) are the property of the Library. Library Board members, employees or volunteers may not use or hold any donor list or identification for any use other than the advancement of the Library.
  15. Upon receipt of a donation, the Library will acknowledge it promptly.
    1. Acknowledgement of a donation may take any of the following forms, or another form, at the discretion of the Library and/or the donor.
      1. A special program or media campaign to announce donation.
      2. Library bookplate(s) with the donor's name.
      3. A small, standardized plaque placed on or near a physical object or feature in a Library building.
      4. Acknowledgement in a Library promotional publication, display, advertisement, Web page or banner.
      5. Announcement at a Library Program.

Media Collection

The goal of media services at the Bastrop Public Library is to improve library services by making video and audio resources available to the residents of the Bastrop area. This collection supports the total library program by offering information and entertainment in a variety of non-print formats. Integrating non-print media with traditional print materials broadens the scope of educational, cultural, and recreational programming alternatives available at the library.

SELECTION CRITERIA

The media collection includes video and audio materials in a variety of formats, including cassette tape, videotape, DVD's, computer files, compact disc, MP3's, microfilm and other formats. This collection represents a wide range of subjects which appeal to all age groups. Titles are selected on the basis of physical reliability, authenticity, authority in subject content, and effectiveness of communication. They are chosen for their educational, informational, cultural, and recreational value.

The library director is responsible for supervising the selection of video and audio titles. Library staff make use of professional review journals, publisher and distributor catalogs, recommendations from other library professionals and patron requests in making selections. Purchase decisions are made based on knowledge of the existing media collection, familiarity with patron demands, and availability of the market.

Weeding of the media collection follows standard library procedures (see Collection Development Policy).

The bulk of the video/DVD collection consist of feature films, full-length dramatizations generally made available on video/DVD. In addition, the library collects non-theatrical videos that include general interest non-fiction, including documentaries, how-to, self-paced learning and instruction, travel, music, health and fitness, arts, etc.  Theatrical videos/DVD's in the collection are represented by productions based on works of literature and historical fiction, classic films, and series such as those available through distributors such as PBS and Arts & Entertainment Home Video. Children's videos will consist of feature film videos/DVD's, non-theatrical videos, classic children's films, and quality productions based on children's literature.

Audio materials will be selected in both abridged and unabridged formats, representing works of fiction and non-fiction for children and adults.

The microfilm collection consists of genealogy and local interest materials such as back issues of the Bastrop Advertiser, census, and other county statistical information.

Library staff observes the principles of intellectual freedom when selecting video and audio materials for the library collection. A title on a controversial topic is not excluded from the collection solely because it may be objectionable to some groups or individuals. The Bastrop Public Library supports the American Library Association's Freedom to View statement, which is included below.

FREEDOM TO VIEW

The FREEDOM TO VIEW, along with the freedom to speak, to hear, and to read, is protected by the First Amendment of the Constitution of the United States. In a free society, there is no place for censorship of any medium of expression. Therefore, we affirm these principles.

  1. It is in the public interest to provide the broadest possible access to films and other audio-visual materials because they have proven to be among the most effective means for the communication of ideas. Liberty of circulation is essential to insure the constitutional guarantee of freedom of expression.
  2. It is in the public interest to provide for our audiences, films and other audiovisual materials, which represents a diversity of views and expression. Selection of a work does not constitute or imply agreement with or approval of the content.
  3. It is our professional responsibility to resist the constraint of labeling or pre-judging a film on the basis of the moral, religious, or political beliefs of the producer or filmmaker or on the basis of controversial content.
  4. It is our professional responsibility to contest vigorously, by all lawful means, every encroachment upon the public's freedom to view.

This statement was originally drafted by the Educational Film Library Association's Freedom to View Committee, and was adopted by the EFLA Board of Directors in February, 1979. It was endorsed by the American Library Association's Intellectual Freedom Committee and the ALA Council in June, 1979, and by the Texas Library Association's Council in July, 1980.

MEDIA CIRCULATION POLICY

All video and audio materials may be checked out for one two (2) week time period, with renewals for two (2) subsequent two (2)-week periods, as long as another patron is not on reserve for an item.

Microfilm is for in-library use only and does not circulate. A microfilm reader-printer is available in the library. Copies produced on this machine are ten (10) cents each.

The fine for overdue video and audio materials is ten (10) cents per day. A five (5) day grace period following the 2-week check out period will apply, during which time no overdue fines will accrue. At the conclusion of the grace period, fines will accrue from the item's original due date. Total maximum fine per item is $5.00.

Full replacement costs for damaged or lost video or audio materials will be charged. In the case of multiple tapes or CDs, replacement costs for individually damaged or lost components will be charged if individual replacement is available. Otherwise, full item replacement charges will be assessed.

All video and audio materials may be returned to the circulation desk when the library is open. After hours, materials must be returned to the overnight book drop on the East side of the building.

Video and audio materials on loan from the library may not be used for commercial or theatrical distribution, and may not be broadcast or cablecast. They may not be used in a public gathering (library, school, daycare, etc.), unless public performance rights are included with the item. Most of the items in the library's collection do not have public performance rights included. Video and audio materials may not be duplicated or copied in any way.

PROCEDURE FOR REMOVAL

Procedure for acting on a request to remove video or audio materials from the Bastrop Public Library collection will follow the Request for Reconsideration guidelines in place for all library materials (see Collection Development Policy).

Interlibrary Loan

Definition: Interlibrary Loan (ILL) is the process that the Bastrop Public Library uses to requests materials from, or supplies materials to, other libraries. Conditions of ServiceAll interlibrary loan transactions are made between libraries. All library users must request an ILL through their home library. The Bastrop Public Library follows and endorses the principles relating to interlibrary loan included in the ALA Interlibrary Loan Code, the Texas State Library and Archives Commission Interlibrary Loan Protocol, the United States Copyright Law, and the United States Commission on New Technological Uses of Copyrighted works (CONTU) guidelines and federal and state laws governing confidentiality of library records.

Borrowing Policy

  • Users: Patrons requesting an interlibrary loan are required to have a Bastrop Public Library card in good standing. Requests are not filled if the patron has outstanding fines or overdue materials on their record.
  • Requests: Requests are limited to three items per patron. The Library reserves the right to limit the number of requests per patron. If an item requested has a value of $50.00 or more than only one request per patron is allowed.
  • Types of materials borrowed: The Library will attempt to borrow any media. However, most libraries do not loan the following materials: Rare items, reference materials, bestsellers, video or other audiovisual materials. When available, staff will supply contact information from other sources on non-book media (microfilm, etc).
  • How to request an interlibrary loan: Patrons must complete an interlibrary loan request form. Information on the request form must include full bibliographic information that includes author, title, date of publication, publisher and ISBN. Periodical articles must contain complete citation information, including author, title, periodical source, date and/or volume number and page numbers. The patron must include a current daytime telephone number. Patrons may request materials via in-person, over the telephone or email, but a signed interlibrary loan form must be turned in at the library and payment made before requests are submitted.
  • Delivery of requested materials: The Bastrop Public Library submits interlibrary loan requests as quickly as possible. The delivery of the requested material is contingent upon how quickly the lending library processes the order and ships the material. A rule of thumb for the receipt of the requested material is seven to ten business days.
  • Conditions of Use: Lending libraries set their own loan periods and restrictions (such as renewals, in-library usage and etc.). Failure to return interlibrary loan items on time (date stamped on wrapper) or to pick up items within three days of notification of arrival may result in the suspension of interlibrary loan services. Materials borrowed through interlibrary loan must be returned to the Bastrop Public Library and not to the lending library. The interlibrary loan wrapper is not to be removed by anyone other than a staff member.
  • Charges: The Bastrop Public Library does not charge for interlibrary loan services. The library does charge $2.00 per item to cover return mailing costs.
  • Lost, Stolen or Damaged Interlibrary Loan Items: If an interlibrary loan item is lost, stolen or damaged, the patron is responsible for the cost of the item (to be determined by lending library) and any processing fees charged by the lending library.

Lending Policies

  • Users: The Bastrop Public Library will lend materials to all established libraries. Those wishing to borrow materials from the Library must initiate their request through an established library.
  • Requests: Any decision to loan materials is made at the discretion of the Library Director or designated staff member. The borrowing library may request materials through OCLC, fax or ALA form.
  • What can be Borrowed: The Library does not loan the following: Reference, local history materials, genealogy, microfilm, periodicals, audio-books, CDs, videos, DVDs or best-sellers.
  • Loan Period: The materials are loaned free of charge. The loan period is four weeks allowing for transit time and checkout by the patron. All materials are subject to recall. Renewals are at the library's discretion. The library will notify the borrowing library when unable to fill a request.
  • Photocopies: The Library will make 1-50 photocopies per request. The first 20 pages are free. There is a .10 cents per page fee after the first 20 copies. Genealogy requests are charged differently. Please see the Library's genealogy policy for more information.
  • Lost, Stolen or Damaged materials charge: The Library assesses a fee on a lost, stolen or damaged item based on the cost of the item plus a $5.00 processing fee. All charges are nonrefundable.

Meeting and Conference Rooms

The Bastrop Public Library encourages public use of its meeting facilities in keeping with the Library's mission "To provide free and unrestricted access to informational, educational, cultural and recreational library materials and services in a clean, comfortable, secure environment for people of all ages."

The Meeting Room / Conference Room (meeting rooms) Policy establishes general guidelines and procedures for the use of the Library's meeting rooms. The Library Director or his appointee is responsible for implementing this Policy and for maintaining reservation lists. While these guidelines and procedures are intended to be comprehensive, other guidelines and rules may be identified and enforced, on a case-by-case basis, as the Library Director deems necessary under specific circumstances, as they may arise. The City of Bastrop reserves the right to revise this Policy, as it deems necessary from time to time.

Use of library meeting rooms by any group signifies acceptance of the terms of this policy.

General Guidelines

  • Meeting rooms at the Bastrop Public Library are designed to meet general informational, educational, cultural, and civic needs including activities such as discussion groups, panels, lectures, conferences, seminars, exhibits, displays, storytimes, puppet shows, and films.
  • To be eligible to use a meeting room you must belong to a club, organization or nonprofit corporation that has three or more members.
  • There is no charge for meeting room use.
  • Use of the Library's meeting rooms by participants does not constitute Library or City of Bastrop endorsement of materials (written, audio, etc), opinions, or viewpoints of attendees or participants. Advertisements or announcements implying such endorsements are not permitted.
  • All activities held in the Library's meeting rooms must be open to everyone, unless state law provides otherwise (Ex., Sessions of governmental bodies using the rooms).
  • Solicitation, admission or other charges, money-raising activities, and/or sales are not allowed. This guideline is waived for all library related programs or library fundraising activities.
  • Meeting rooms may not be used for social gatherings such as showers, birthday parties, dances, family reunions, etc.
  • Meeting rooms may not be used for religious services or political campaigns (religious study groups and political forums that are sponsored by eligible clubs, or organizations and non-profit corporations are permitted).
  • All meeting rooms are closed on Sunday, official Bastrop City holidays and other designated dates.
  • City or Library needs may preempt any other scheduled event.
  • Conference room can only be reserved during normal library operating hours per the "Reservation" procedure noted below.
  • Smoking, tobacco products and alcoholic beverages are not allowed.

Reservations

Requests for reservation forms for a meeting room or conference room may be obtained by telephone, in writing or online. Requests will be honored on a first-come, first served basis. A completed reservation form must be on file 48 hours prior to the meeting.

  • When making a reservation, please fill-out a reservation form. Forms are available online and at the library. Completed forms must be submitted in person.
  • Reservations are accepted up to six months in advance. Only one reservation can be submitted at a time. Only library or library related groups, or City of Bastrop employees can reserve a meeting room for more than one month at a time.
  • To provide an opportunity for all groups to use the meeting rooms, a group may use a meeting room only once each month, and may reserve only one meeting room for use at the same time. The Library Director must approve exceptions to this rule in advance.
  • Notice of cancellation should be made as soon as possible. After 30 minutes a group forfeits its reservation if it fails to appear as scheduled.
  • Groups may not assign their reservations to other groups.
  • A refundable $50.00 deposit is required for all Meeting Room reservations.
  • All City of Bastrop meeting room reservations are exempt from the $50.00 deposit requirements.

Care and Use of Facilities

  • Organizations and their representatives/members are responsible for their own set-up and cleaning of the meeting room (chairs and tables are available upon request-but no setup or take-down or cleaning will be provided by the Library).
  • Please leave meeting rooms as they are found. If the furniture is rearranged, it should be returned to the original arrangement at the end of the meeting.
  • Furniture and/or equipment from the main area of the library may not be brought into the meeting rooms.
  • Personal furniture or equipment may be provided by a group with prior approval. Arrangements for the use of personal furniture or equipment should be made at the time reservations are made.
  • Equipment, supplies, or personal effects cannot be stored or left in Library meeting rooms before or after use. The Library and City shall not be responsible for materials, equipment, supplies or the personal effects of those using the Meeting Rooms.
  • Keep all exits unlocked at all times. Open aisles must be maintained within the seating arrangements to provide clear access to the exits.
  • Public entrances are to be used for entrance to and exit from the building, and for all deliveries.
  • No announcements or notices to publicize an activity may be posted or distributed without prior approval from the Library Director.
  • Attendance at meetings will be limited to the capacity of the individual meeting rooms as listed at the end of this policy. Seating and/or supplementary furniture are not allowed in corridors outside the meeting rooms.
  • Simple refreshments including coffee, doughnuts, box or sack lunches, may be served, but kitchen facilities or equipment will not be provided by the Library.
  • All trash resulting from the serving of refreshments must be removed by the organization and thrown in the dumpster on the East side of the building.
  • The individual making the reservation, as well as the membership of the group as a whole, will be held responsible for any and all damages and losses that may occur as a result of the use of the facilities.
  • Permission to use Library meeting rooms may be withheld from groups failing to comply with the Meeting Room Policy and from any group that damages the room, carpet, equipment, or furniture or causes a disturbance.
  • The Library Director, or his designee, shall have the authority to end meetings and/or clear/close Meeting Rooms, as he deems necessary, to protect the health. safety and welfare of individuals and property, and to maintain proper use of the Library facilities.

No weapons are allowed on Library property, including the library building and parking lots.  No weapons - including but not limited to firearms, knives, blackjacks, pepper spray, mace and etc. are allowed on library property.

The Library is a Neutral Zone

The Library is property of the City of Bastrop.  The Library is not or ever will be part of gang territory.  The library building and the surrounding parking lots are neutral territory.  This is to insure the safety of all library users.

  • No gang colors, tagging or graffiti are allowed on Library property.
  • Anyone violating this policy will permanently lose his or her library privileges.
  • Anyone breaking the law is prosecuted to the fullest extent of the law.
  • All library users are encouraged to report violations.
